Senior Leaders’ Course 2019

From 27th of November to 4th of December, the Baltic Defence College will conduct its fifth Senior Leaders’ Course (SLC); this year, the course takes place in Tallinn, Estonia. It is focusing on a significant question, the question of deterrence, which very complex notion closely connected with the Baltic nations. There are 19 participants from 11 countries in the Course 2019 allowing interesting exchange of views and facilitating networking.

The topic of SLC 2019 is “Deterrence on NATO “Eastern Flank”: Regional or Global Defence?” It is very important theme for Baltic region as after NATO’s Wales, Warsaw and Brussels Summits it is already time to draw some lessons about the impact of the NATO decisions and actions on regional security and beyond. The Alliance arguably took a series of steps that brought it closer back to its original mission and one of essential core tasks – collective defence against any external threat. The topic allows the Senior Leaders’ Course participants to distance from a strictly regional viewpoint and consider the global aspects of deterrence and defence of the eastern flank of NATO.

SLC 2019 has started with an address from the Estonian Minister of Defence, Mr Jüri Luik, followed by keynote panel discussing risks, situation and prospects of the Eastern Flank. Guest Speakers of the panel Mr Urmas Reinsalu, Minister of Foreign Affairs of Estonia, Professor Žaneta Ozoliņa from University of Latvia, Mr Kristjan Prikk, Permanent Secretary of Estonian MOD and Dr Etienne de Durand, Deputy for Strategic Foresight and Counter-Proliferation at the Directorate-General for International and Strategic Relations at the French MoD approached those aspects presenting differing perspectives.

A week long Senior Leaders’ Course has been designed for flag officers and senior civilian officials from the armed forces and government institutions of Estonia, Latvia and Lithuania, their allies and partners.
