"Providing and sustaining quality of education is primary objective at the Baltic Defence College" - this is the first sentence of the freshly published book titled "Assessment in Professional Military Education". The quote originates from the Brigade General Ilmar Tamm’s endorsement for the book.
To serve the mentioned objective, the Baltic Defence College (BALTDEFCOL) is glad to announce that we have published a handbook on assessment in Professional Military Education (PME). The project was initiated by Ms Triinu Soomere, the former Manager of Academic and Outreach Activities and now the Vice Rector for Education at the Estonian Aviation Academy. She proposed the idea to Einike Pilli, who has been an educator and educational consultant for 20 years, specialising in adult education, lifelong learning and assessment. The project was handed over to Ms Tiia-Triin Truusa, the current Manager of Academic and Outreach Activities at BALTDEFCOL and PhD candidate of sociology at the University of Tartu. The initially seemingly simple project of translating Dr Einike Pilli’s „Outcomes based assessment in higher education“ book into English led to additional research on assessment methods also within different PME institutions in Europe. The book is enriched with examples and lessons identified at the College in the past three to four years.

On 4th October, BALTDEFCOL hosted an Official Book Launch event. The audience of the book launch included academicians from the University of Tartu, Tallinn University and the Estonian Aviation Academy as well as the BALTDEFCOL staff and faculty.
The BALTDEFCOL Commandant Brigade General Ilmar Tamm remarked upon the importance of assessment within education and recognized the author’s contribution to raising educational quality of the College. In his remarks Dr hab Zdzislaw Sliwa, the Dean of the BALTDEFCOL highlighted the importance of the book by saying that it was a long-term project that was successfully completed by the Authors with significant contribution of the College faculty.
The programme continued with the reviewer comments by Ms Sigrid Aruväli, the CEO of the Innowise Training Center, who highlighted the importance of using contemporary assessment methods and the importance of having such an easy use handbook.
After such the introductory remarks the floor was given to the Authors. Discussion was moderated by Ms Triinu Soomere, the Vice-Rector of the Estonian Aviation Academy.
As this handbook is not only for the teachers but also for students to realize what is expected from them, we hope a very active use of the handbook for education. The broader aim is to create an understanding that evaluation is a form of cooperation through which we can improve the quality of PME as well as the military system as a whole.
