The Operational Planning Course was conducted at the BALTDEFCOL

The Baltic Defence College (BALTDEFCOL) conducted an Operational Planning Course (OPC) which is based on the Comprehensive Operations Planning Directive (COPD). The course is primarily designed for Military officers (OF-3/OF-4) and civil servants of equivalent rank from NATO and PfP nations, and it aims to prepare course participants to contribute to the operational level planning process either as operational level planners or functional area specialists while serving within a joint operational level headquarters, applying the Comprehensive Operations Planning Directive principles.



The course was opened with the remarks by the Commandant of the BALTDEFCOL Brigadier General Ilmar Tamm who encouraged the participants to be active and make good connections. He highlighted the importance of the course and summed it up with the quote by US President Dwight Eisenhower: ”Plans are nothing, planning is everything”.

During the two weeks, 32 participants representing Estonia, Latvia, Lithuania, Czech Republic, Ukraine together with the officers from Joint Warfare Centre (JWC) and BALTDEFCOL gained knowledge on different elements of operational planning.

To add value to the course, Commodore (ret) Hans Christian Helseth was appointed as a Senior Mentor. He is very experienced because of his past engagements with JWC as a senior advisor for the Exercise Control organisation during the planning and execution of all JWC sponsored exercises.

The course was built up so that the theoretical lectures were followed by the practical exercises. The course included the different components of operational planning such as factor analysis, centre of gravity analysis, mission analysis, course of actions. In addition, different types of briefings were also conducted.
