Combined Joint Staff Exercise Joint Resolve 2023 has started
From the 8th of May until the 26th of May, the Baltic Defence College
(BALTDEFCOL), in cooperation with Poland’s War Studies University (WSU), will
conduct a Combined Joint Staff Exercise JOINT RESOLVE 2023 (JR23).
The aim of JR23 is to formulate a solution to complex operational problems by
developing and executing a viable joint operational plan using NATO
operational planning process. In addition, to practice working together in a
multinational environment and with officers with different backgrounds and
education, JR23 is orchestrated by the two Professional Military Education
institutions funded by Estonia, Latvia, Lithuania (BALTDEFCOL), and Poland
(WSU).ˇ
The intent with respect to the JR23 is to create a challenging exercise
scenario for the students allowing them to demonstrate an understanding of the
Comprehensive Operations Planning Directive (COPD) principles based on
teaching during the Operational Planning module as an integral part of the
Joint Command and General Staff Course curriculum during the Academic Year
2022/2023.
As potential future Joint Operational Planning Groups members, exercise
participants are required to analyze the operational exercise environment and
strategic guidance, develop multiple Courses of Action, and present a Mission
Analysis Briefing and a Decision Briefing to the Commander.
The students are supported by highly experienced Senior Mentors, Subject
Matter Experts, and faculty members from both PME institutions and observed by
external visitors.
This year's edition of the JOINT RESOLVE Exercise includes over 160
participants representing the following nations: Australia, Canada, Croatia,
Estonia, Finland, Georgia, Germany, Italy, Kosovo, Latvia, Lithuania, Moldova,
Montenegro, Macedonia, Norway, Poland, South Korea, Sweden, Ukraine, United
Kingdom, and the United States. This allows for an enhancement of the
respective students’ understanding of the complexities involved in planning
combined joint operations along with conducting valuable multicultural
activities.
The first phase of the exercise is dedicated to a comprehensive understanding
of the operational environment, followed by an analysis of SACEUR’s Security
Assessment.
