The Baltic Defence College (BALTDEFCOL) in cooperation with the War Studies University (WSU) conducts the Combined Joint Staff Exercise Joint Resolve 2022 (JR22). Joint Resolve 2022 takes place between the 9th and 26th of May 2022 in Warsaw, Poland.
This is the 2nd common operational level exercise orchestrated by the two Professional Military Education institutions of Estonia, Latvia, Lithuania and Poland to train and test their military and civilian students. The exercise was conducted for the first time in 2019. In light of COVID-19, the exercise was cancelled in 2020. In 2021, again due to the COVID pandemic, BALTDFECOL conducted the exercise without colleagues from WSU.
The exercise JR22 is the culmination of the Joint Command and General Staff Course (JCGSC) curriculum. The students of JCGSC together with WSU students seek to formulate a solution to complex operational problems by developing and implementing viable joint operations plan using NATO’s operational planning process. They are supported by very experienced Senior Mentors, Subject Matter Experts and faculty from both PME institutions and observed by external visitors. The main aim of the JR 2022 is to create a challenging exercise scenario for the students allowing them to demonstrate the knowledge gained during the Comprehensive Operations Planning Directive (COPD) based Operational Planning module as an integral part of the JCGSC curriculum during the Academic Year 2021/2022.
This year's students of BALTDEFCOL and WSU and observers come from the following nations: Canada, Estonia, Georgia, Germany, Italy, Latvia, Lithuania, Moldova, Montenegro, Macedonia, Norway, Poland, South-Korea, Sweden, Ukraine, United Kingdom, and the United States. This allows enhancing respective students’ understanding of the complexities involved in planning combined joint operations along with conducting valuable multicultural activities.
During the opening ceremony, both Commandants stressed the importance of the exercise as one of the most important milestones during the studies. Brigadier General Ilmar Tamm emphasized teamwork and the opportunity to learn from excellent Senior Mentors – General (ret) Erhard Bühler, Commodore (ret) Hans Helseth, Air Commodore (ret) Ian (Paddy) Teakle, LTG (ret) Andrzej Reudowicz and LTG (ret) Boguslaw Samol.
Within the following two weeks, students will practice analysing the exercise operational environment and strategic guidance, developing multiple Courses of Action, and presenting a Mission Analysis Briefing followed by a Decision Briefing to the Commander.
The first phase of the exercise is dedicated to a comprehensive understanding of the operational environment followed by the SACEUR’s Security Assessment analysis.
