The Baltic Defence College (BALTDEFCOL) is a modern, future-oriented, English-language based international institution of the Baltic states providing professional military education with a wider Baltic regional focus and Euro-Atlantic scope. The college serves as a professional military education institution at the operational and strategic level, applying contemporary educational principles, effective management and best use of intellectual and material resources. We are looking for a civilian educational professional or a recently retired military officer with a link to military education. The special requirement of the position is to meet a threefold portfolio: to be familiar with best practices of curriculum business and academic course development in order to coordinate all our courses; to understand the basics of the Baltic states military educational system; to run an annual three-month course to educate civil servants.
His or her contribution to our applied research and conduct of conferences and seminars will be appreciated.

The position is part of the Baltic Defence College Management Group, initially subordinate to the Director of the Higher Command Studies Course/Senior Leaders´ Course and from summer 2019 on subordinate to the then new position of the Director, Department of Education.

The selected person will be entitled to reasonable compensation of moving expenses, initial time-limited low cost accommodation and professional development activities. Employment at Baltic Defence College provides the person with Estonian health insurance cover.

I MAIN DUTIES

A. Related to Director of Civil Servants’ Course duties:

  1. Heads the current Civil Servants’ Course (CSC) and prepares the next course;
  2. Overall responsibility to ensure that Learning Outcomes are achieved;
  3. Oversees the educational execution of the course;
  4. Ensures implementation of BALTDEFCOL´s educational standards and policies for the course;
  5. Drafts the annual Course Planning Directive in coordination with the Course Director JCGSC;
  6. Provides inputs to long-term curriculum development of issues in his/her area of responsibility;
  7. Responsible for budget planning and execution in his/her area of responsibility.

B. Related to Curriculum Developer and Coordinator, and Harmoniser duties:

  1. Coordinates curriculum development of all courses;
  2. Provides inputs to BALTDEFCOL´s Educational Needs Requirements and long term educational planning;
  3. Assists in chairing Curriculum Development Workshops for all courses;
  4. Provides educational development support in all related areas such as integrated curriculum, module learning outcomes, examination of appropriate learning activities and integration of effective assessment strategies;
  5. Creates and sustains data on educational development;
  6. Plans and executes internal and external feedback processes in cooperation with Course Directors JCGSC/HCSC/SLC;
  7. Prepares and coordinates graduates’ and their supervisors’ surveys in cooperation with Course Directors JCGSC/HCSC/SLC;
  8. Contributes to quality control/assurance of education and educational materials;
  9. Conducts bi-annually Education Requirement Workshops and Seminars for leadership or at joint decision making level;
  10. Organises the quadrennial main curriculum review processes and related activities;
  11. Serves as coordinator for the harmonisation of educational levels 2 and 3 of the Baltic states professional military education system. 

II OTHER DUTIES

  1. Participates in the planning and execution of other college activities, as required;
  2. Performs additional job related duties as directed by the Commandant.

III QUALIFICATIONS

1. Essential qualifications:

  • An advanced academic degree;
  • Experience in the planning of educational activities, particularly a curriculum;
  • Experience in delivering teaching in an academic environment;
  • Critical thinker capable of deep analysis of concepts, principles, knowledge and data used to drive curriculum development;
  • Basic understanding of the Baltic states´ professional military educational system;
  • Management experience;
  • Language: English (Proficient User: C1 or a comparable language performance profile). 

2. Desirable qualifications

  • Professional experience from working in an international environment;
  • Flexibility, creativity, dynamism and a result-oriented approach to duties;
  • Ability both to act as a part of a team and to pursue personal initiatives.
