ESDC HLC in Tartu
7-12 November 2010 the Baltic Defence College together with the Joint Services Command and Staff College (JSCSC) of the UK Defence Academy, and with the support of the ESDC Secretariat conducted European Security and Defence College High Level Course Module 2 on „EU Crises Management Capabilities.”
The Course itself consists of an internet-based preparatory module and four residential modules in Brussels, Tartu, Warsaw and Budapest. The more theoretical preparation over the internet and the interactive approach in the residential phases provide the participants with an in-depth understanding of the different aspects of the European Union’s Common Security and Defence Policy (CSDP) within a larger framework of the Common Foreign and Security Policy (CFSP). The Course participants are senior officials from Member States, candidate states, EU institutions and relevant EU agencies. Among the sixty – one participants in the Module 2 in Tartu diplomats, senior civil servants and officers were present.
The Module in Tartu was designed to:
- update and broaden the understanding of Crisis Management capabilities,
- provide deeper insight in to the catalogue of existing civilian and military capabilities and shortfalls,
- provide insights into efforts to create synergies between civilian and military capabilities,
- provide insight into issues related to European Armament Cooperation and to provide a forum to discuss with relevant companies,
- provide a forum for discussion among Course Participants.
At the end of the module the Course participants visited Cooperative Cyber Defence Centre of Exellence (CCD CoE) in Tallinn.
