Over the years the Baltic Defence College has developed as a centre of excellence for senior-level military education in the Baltic States, contributing substantially to the continuing development of the military institutions of Atlantic Alliance, the European Union and their member states by educating a cadre of officers and civil servants to be able to understand and operate in the security environment that exists at the beginning of the twenty-first century.
We are looking for an experienced PhD academic with a strong background in international relations, security studies, war studies or defence management who also has experience in academic administration. The Dean must have the ability to articulate a shared and compelling vision for the Baltic Defence College; and ready to establish clear objectives for contemporary and future education and research at the college. The Dean will need a deep knowledge of current trends and emerging issues in European higher education; knowledge of military education and a strong commitment to teaching and learning. The Dean will also lead the future development of the Master’s programme in cooperation with the three Baltic States.
You will be expected to take an active part in the Baltic Defence College’s academic writing programme.

PART I – GENERAL OVERVIEW

ACADEMIC RANK: Professor or eligible as professor
PART II – DUTIES
1. Reports to: The Commandant
2. Principal duties as DEAN
- Serves as an advisor of the Commandant on academic matters;
- Supports the development of the BALTDEFCOL curriculum/courses from an academic oversight perspective;
- Exercises quality control supervision of academic programs to meet set military and civilian educational standards;
- Provides professional supervision and mentoring for the Directing Staff;
- Develops BALTDEFCOL’s research and publication plans including coordination of seminars, workshops and conferences;
- Coordinates the academic fellowship program;
- Coordinates development of educational documentation (SOP for education);
- When appointed represents the College in international meetings and academic events;
- Develops and coordinates bilateral cooperation between the BALTDEFCOL and other educational institutions;
- Organises and chairs the Academic Advisory Board;
- Coordinates and develops the Master’s program in close cooperation with the examination authority.
3. Other Duties
- Contributes to teaching in areas of expertise;
- Contributes to and participates in in-house and external exercises;
- Participates in the preparation and planning of other activities of BALTDEFCOL, as required;
- Other job related duties as directed by the Commandant.
PART III – QUALIFICATIONS
4. Essential qualifications
- Advanced academic degree (PhD) in Political Science, International Relations, Strategic Studies, International Law or other security/defence related field;
- At least 5 years of working experience within one of the following fields: foreign affairs (diplomacy), defence/security policy, international law, or research;
- Proven teaching skills at post-graduate level within the fields of international relations, security studies, strategy, international law or other security/defence related subjects;
- Language: English (STANAG 6001: 3333, or academic equivalent);
- A strong record of academic publication in the above mentioned field;
- Proven ability to work and co-operate in a multinational military environment.
5. Desirable qualifications
- Teaching experience from higher military education institution;
- Familiarity with national security and military strategies of the Baltic States, Nordic Countries, Central and Eastern European Countries and the United States as well as with NATO and EU strategies and concepts;
- Familiarity with the framework and dynamics of civil-military relations in the Baltic States;
- Eloquence in communicating his/her thoughts and ideas to a critical audience;
- Flexibility, creativity, dynamism and a result-oriented approach to duties.
