The course was opened with remarks by the Director of the Department of Military Studies, Colonel Dzintars Roga, who encouraged the participants to be active and make good connections. He highlighted the importance of cooperating within a NATO environment and welcomed the return of Ukrainian partners to the Professional Military Education courses at the Baltic Defence College.

During the two weeks, 30 participants representing Estonia, Latvia, Lithuania, Canada, Finland, Poland, Ukraine, and the United States, from all branches of the joint force are to participate in lectures and practical application of the operational level planning process. During the course, participants focus on the first 3 of the 6 COPD phases conducting Factor Analysis, Centre of Gravity analysis, Mission Analysis, and Course of Action (CoA) development, concluding with the CoA Decision Brief. Additionally, this course demonstrates the continued cooperation between the Baltic Defence College and the Joint Warfare Centre (JWC).
