On 4 – 5 March 2008 US Deputy Assistant Secretary of Defence for Special Operations Capabilities, Dr. Kalev I. Sepp visited the Baltic Defence College. Dr. Sepp addressed the students of the Joint Command and General Staff Course (JCGSC) and Civil Servants Course (CSC) on “How Malaya defeated an insurgency, 1948 – 1960,” “Best practices in counterinsurgency” and “The future of warfare.” During his visit to the college Dr. Sepp had also a meeting with the Commandant. The main topic under discussion was the expansion of co-operation between the BALTDEFCOL and US defence and military educational institutions. Dr. Sepp is a retired U.S. Army Special Forces officer and earned his Ph.D. in diplomatic history at Harvard University.
